A computer build that can play Skyrim on Medium/high settings with low power usage and under $800 possible?

I want a quiet, low power consuming, fairly quick pc that can handle most games on like 1280 by 960 resolution with good graphics for under $800, what parts would make that possible including the OS?

    That's about $687 - shipping

    This will play anything you can throw at it on highest settings. Will put the PS3 and 360 to shame (not that's it's too hard of a thing to do, haha)

    You can actually go with some less expensive hardware and save about $300-350, I was just using the budget you gave me.
